Sharpie Fine Point Markers have been around for decades. They are the "original" permanent marker. You have probably even used one at some point in your life. Permanent on almost any porous surface, including fabric, leather, wood, paper, and more. For heat setting the manufacture recommends placing the fabric in the dryer for about 15 minutes on high heat. A great multi-purpose permanent marker.
